چکیده

We develop a two-region partial equilibrium model of the global market for liquid fuel and analyze different policies, such as biofuel mandate, emission standard, and fuel carbon tax. We rank these policies under different criteria, such as greenhouse-gas (GHG) emissions, expenditure on fuel imports, the impact on fuel consumers and producers, the quantity of biofuel, etc. Our analysis suggests that supporting the domestic biofuel industry and reducing energy imports appear to be the main goals for policy makers in adopting the U.S. Renewable Fuel Standard while GHG emission reduction appears to be the main criterion in adopting the Low Carbon Fuel Standard (LCFS) in California. The nonadoption of GHG tax suggests that supporting the domestic renewable fuel industry and limiting the impact on fuel consumers are also important criteria for policy makers.

Overlapping Strategies for Reducing Carbon Emissions from the Personal Transportation Sector∗

We develop a numerical model to simulate the impacts of overlapping energy policies on carbon emissions in the U.S. personal transportation sector. Consumers in our model demand fuel based on their underlying demand for miles and choices about car fuel economy; firms supply fuel by blending gasoline with corn, sugarcane, and cellulosic ethanol. We find that the current fuel tax, size-based fuel...

Impacts of a 32-billion-gallon bioenergy landscape on land and fossil fuel use in the US

Sustainable transportation biofuels may require considerable changes in land use to meet mandated targets. Understanding the possible impact of di erent policies on land use and greenhouse gas emissions has typically proceeded by exploring either ecosystem or economic modelling. Here we integrate such models to assess the potential for the US Renewable Fuel Standard to reduce greenhouse gas emi...

Assessing the Effects of Green Tax Policy on CO2 Emission with Emphasis on Renewable Energy Development (Case study of D8 Countries)

In recent years, fossil energy consumption has increased because of economic growth and this has led to carbon dioxide emissions and environmental crises.  Governments struggle to solve this problem by appropriate policies such as green or environmental tax policies. This policy is based on costs and can control pollution and increase renewable energy consumption as a substitute for fossil ener...

Taxing CO2 and subsidising biomass: Analysed in a macroeconomic and sectoral model

This paper analyses the combination of taxes and subsidies as an instrument to enable a reduction in CO2 emission. The objective of the study is to compare recycling of a CO2 tax revenue as a subsidy for biomass use as opposed to traditional recycling such as reduced income or corporate taxation. A model of Denmark's energy supply sector is used to analyse the e€ect of a CO2 tax combined with u...

The Relative Impacts of U.S. Bio-Fuel Policies on Fuel-Energy Markets: A Comparative Static Analysis

Rapidly declining gasoline prices from their record high during the summer of 2008, while ethanol prices remained relatively high, made it difficult for many bio-fuel policy modelers to fully explain the impacts of U.S. bio-fuel policies on fuel prices. Using profitmaximization models for blenders, refiners, and distillers, we conduct a comparative static analysis to measure the relative magnit...
